Two New Orleans men were arrested Monday on charges of contributing to the delinquency of a juvenile.
The arrests were made by Lousiana State Police after detectives found a missing 16-year-old juvenile in a New Orleans apartment, nude and incoherent.
According to a news release, the investigation began after LSP Detectives, NOPD and US Marshals received information that the juvenile was missing and the family was receiving threatening text messages regarding the juvenile’s whereabouts.
Through investigative methods, detectives located the juvenile and identified two persons of interest.
42-year-old Justin Noel, who police say is a registered sex offender for forcible rape, was arrested in Gentilly.
54-year-old Steven Cooley, who is on parole for manslaughter according to police, was arrested at the apartment where the juvenile was found.
This investigation is active and ongoing.
Additional charges and further arrests are probable.
