Traffic Violation Leads to Pursuit and Apprehension of Kaplan Fugitive
Troop I - Two Kaplan men, including a wanted probation violator with a violent criminal history, are in custody this morning following a traffic stop and pursuit yesterday evening in Vermilion Parish.
Yesterday shortly before 6:00 p.m., Troopers with Louisiana State Police Troop I stopped a 2002 Saab passenger car for speeding on LA Highway 92 near Noah Road. The driver, 32-year-old Robert Sinegal of Kaplan, LA, pulled over and provided Troopers with a false identification. The Trooper recognized Sinegal as being wanted by Louisiana Probation and Parole. Before he could be taken into custody, Sinegal ran back to his vehicle and fled from Troopers. Troopers pursued Sinegal on several highways leading to Kaplan where Sinegal and his passenger, 54-year-old Lawrence Julien, abandoned the vehicle and fled on foot to a residence in the 800 block of Lemaire Street in Kaplan.
With the assistance of the Kaplan Police Department and the Vermilion Parish Sheriff's Office, a perimeter was setup and State Police SWAT was contacted. A short time later, Julien surrendered to State Police without incident. At about 10:40 p.m., Sinegal was located under a house and taken into custody by State Police SWAT personnel.
Both men were taken to the Vermilion Parish Jail and booked. Julien was booked for resisting arrest, interfering with the duties of a State Trooper and criminal conspiracy. Sinegal was booked for a probation violation warrant, speeding 95 in a 55, resisting arrest, flight from an officer, driving with a suspended license, littering, reckless operation of a motor vehicle and simple criminal damage to property.
Kaplan suspect arrested after chase and standoff
Following a high-speed chase and then standoff, Robert Senegal, 27, of Kaplan was arrested on Monday evening.
Senegal was brought out from underneath a house on Lemaire Ave. covered in mud and wearing only boxer shorts.
State Police say Senegal was under the influence and they were combing the area around Lemaire Ave., shortly following his arrest around 11 p.m., in search of any weapons.
He is being charged with speeding 95 in a 55, aggravated flight, resisting arrest, violation of parole, simple criminal damage to property and reckless operation.
State police say their pursuit of Senegal began with a routine traffic stop on Highway 700 in Maurice. Senegal allegedly fled from troopers to Kaplan with a male passenger, Lawrence St. Julien of Kaplan.
Once in Kaplan, State Police say, Senegal fled and St. Julien was arrested. State Police are waiting to release St. Julien's charges and age.
Residents of Lemaire Ave. say they were told by State Police to stay in their homes. State Police say they had to evacuate two houses, including the house Senegal was allegedly hiding underneath. All residents have since been let back out of their house and the evacuated residents are back home.
State Police say neither Senegal nor St. Julien had any injuries at the time of their arrest.
