Louisiana Treasurer John Kennedy was on Passe Partout to discuss non-governmental organization's financial records.

Kennedy said more than 30 NGOs that have received state funding are not complying with state law requiring them to provide full financial records of how they used the taxpayer money. According to Kennedy, they owe more than $4 million.
