Two coastal islands have yet to regain lands flooded by Isaac; Cat Island East and West, just south of Plaquemines Parish.
The islands are popular nesting grounds for pelicans, Isaac wiped out some of their numbers. State officials say long term plans need to be in place to protect the islands.
"The key to long-term sustainability is reconnecting the Mississippi river with those adjacent areas" says Louisiana Coastal Protection and Restoration Authority Representative Garret Graves.
The state approved a plan to rebuilt Cat Island East another for Cat Island West is pending.
