Both the Franklin Police Department and East Baton Rouge Parish Sheriff's Office conducted a joint investigation and was able to identify and arrest Dr. James Arthur Hargroder, w/m, 64, of 5421 South Woodchase Court, Baton Rouge, LA 70808.
Investigators with the Franklin Police Department Criminal Investigation Division Technology Unit as well as East Baton Rouge Parish Sheriff's Office were assisted by Louisiana Attorney General's Office Technology Unit, Louisiana State Police, and Department of Homeland Security-ICE.
Detectives were operating undercover online posing as female and male juveniles via the internet. The investigation lasted for (2) months as the subject engaged in lewd and lascivious behavior with the undercover detectives, including exposing himself via webcam.
Those actions resulted in arrest warrants issued for his arrest. Agents and detectives from the above agencies located and arrested Dr. Hargroder at his residence. He was incarcerated into the East Baton Rouge Parish Prison, which bond was set in the amount of $125, 000.00, as well as a hold was placed for the charges from Franklin Police Department.
Upon posting bond for the charges in east Baton Rouge Parish, Dr. Hargroder was transported to the Franklin Police Department for warrants for his arrest for the following charges:
Attempted possession of pornography involving juveniles- 1 count
Indecent behavior with juveniles -3 counts
Computer aided solicitation of a minor for sexual purposes 3-counts
Dr. Hargroder is currently incarcerated into the city jail pending appearance in the 16th judicial district court in St. Mary Parish for a preliminary hearing and bond.
