WASHINGTON (AP) - It looks like interest rates on federal loans to millions of college students won't double next month after all. Senate aides from both parties say congressional bargainers seem to be near an agreement that would end an election-year battle between President Barack Obama and Congress over the loan rates. They say they've almost worked out how to pay for the measure's $6 billion price tag.
